This is improperly tagged.
It's not Minervamon in the picture but, rather, Mervamon, her supposed evolved form.
Although it's normally not possible for ultimate (mega in the dub) level digimon to go even higher, Xros Wars essentially eliminates such levels.
I added Mervamon myself but just noting that Minervamon should be removed.
