Cure Flower was the Cure form taken by Hanasaki Kaoruko 50 years ago, and again in episode 44 in modern times.
Up until episode 44, nobody knew what she looked like. Several artists tried to guess. Episode 27 showed us what Kaoruko looked like as a civilian when she was that age, and artwork since that episode prior to episode 38 reflects that. Episode 38 showed her from the back in a flashback, and showed that she had long pink hair and a pink outfit. In episode 44, she actually transformed again and we got to see what she really looks like, which is reflected in pretty much all of the artwork since then.
