Forgive me if I'm mistaken, but isn't this Finland? It would make more sense since this is his Halloween costume, not Prussia's :).

No this isn't Finland. The artist has tagged him as Prussia and it's also one of his favorite characters. Most of the time she only draw Germany & Prussia from Hetalia. Besides he doesn't even look like as Finland. Look at his hairstyle and his eye, that are totally Prussia his look. :) -
