    I agree with @7hetalia, because France seems to give a paper. But it's true that France and England's presences are a bit disturbing, though I think the drawer must have had a reason to put them here.

    This picture is more or less reminiscent of the time when the countries were appeasing Hitler during the 1930's. It was also around that time that Austria was under Nazi rule and when PM Neville Chamberlain was doing his appeasement policy with the Third Reich.

    No, this is not fail my friends.
    This was when Britain, France made a contract with Germany, Austro-Hungarian Empire ( Nazi side ) and Italy at Munich Conference. Britain and France gave Czechoslovakia (now are Czech republic & Slovakia )to Germany, ignored the military alliance Czechoslovakia had with France, Britain and France were called Munich Betrayal ( yeah, they betrayed Czechoslovakia ) . Then, you know, Hitler broke the contract ===> WW 2 started

    Well, I think that this is in Munich Conference or maybe another conference

    Just because they're wearing the Swastika and that the presence of Hitler is there, it doesn't mean that it's already WW2.

    Where's Himmler? And Poland? <- I mean if France is there... Maybe Hitler forced the countries he conquered to show up at the meeting. Although, that doesn't excplain why England is there. Oh well. Love this picture, though.

    @Hans Landa of the SS I think this scene was inspired from Munich Conference. Did you read my comments above? You will know why Eng is there. Ger, Eng, Fra & Austria are in the picture but we are missing Ita. Maybe not the Munich Conference or the artist didn't have enough space to put him in :D
    Please correct me if i am wrong about the conferrence

    This definitely seems like the Munich Conference.
    I love how France looks so annoyed and angry, even if his face isn't detailed, and how involved Hitler and Germany seem to be in their discussion or argument or whatever.
    I love the mood and feel of this picture, I really do.

    The series should be more like this...even though i find it brilliant how entertaining it already IS to watch...but you don't find an actual real life story everyday(in anime)..it lacks seriousness

    Anyway I think people are right when they say that this is when Britain and France gave Czechoslovakia to Germany. And someone also said that the guy on the left in the foreground might be Mussolini and I think they're right too.

    But history aside can I just say that Austria look HOT in this picture <333

    The moment in time was probably before the war started. Hitler was sneaky. He tried to get as much land as possible without fighting and used force after everything else was done.

    This picture could be representing a time before WW2, or roght after the start when The Soviet Union made a deal to give Hitler part of Czechoslovakia. That part of land stayed under the Fuhrer's control until after WW2 when it was discovered that some of the worst concentration camps were there, then the land became part of present day Slovakia.

    I believe it was England & France (as depicted in the picture) that allowed Hitler to occupy Czechoslovakia (if that is the event that you're referring to) At that time, USSR didn't have a clear presence in Czechoslovakia yet (not military, at least), in fact during WW2 Czechoslovakia was divided under German rule, with the Czech part ending up as a protectorate and Slovakia being a satellite state.

    I see a Russian hat over there next to Germany, peeking out there. c: But yeah, I agree. It had to have been the Munich Conference. At first, I was going to put out there that perhaps it was afterward when the countries were arguing over control of Germany, but the countries didn't make sense. Either way, I can definitely feel the anxiety of the picture. <3

    Love the historical presence in this picture, people see Hetalia as a goofy show but the history in it is very serious. Its refreshing to see Hetalia in such a serious light for once.
