I'm sure Shifty is the one ontop. Since he does kinda bosses Lifty around and Shifty is 'supposly' the older of the twins, which leads me to believe the one ontop is Shifty ;)

There's also the fact the one on top is wearing more (the vest!), and in most fanart, Shifty is the one with more articles of clothing or at least better dressed, while Lifty is usually shown as slightly more casual. So...
Yeah, Shifty is most likely the one on top -- unless Lifty is getting revenge for something. -

The artist usually draws Lifty on top in most of his/her artworks, so yeah, I'm pretty sure that's Lifty.
