    The Lily IS the national flower of France. The Iris and Lily are similar in appearance and people frequently mistaken which of the two is France's national flower. I only know that the Iris is the provincial flower of Quebec (symbol of its flag) and the symbol is part of Ukraine and Venice's Coat of Arms.

    Now for the coat, the upper part of the arm is more loose which is more like France's since Prussia's is more fitted. The cuff of Prussia's coat is also thicker than what's represented in the picture and in some fanart, France is depicted wearing black gloves. It makes more sense if the character is France since he's associated with the flower and Canada.

    The Lily is France's national flower... the flower could also be the remains of France. AKA: Quebec. The only province that still speaks French/the area France kept the longest before England conquered. Quebec's flag has 4 Lily flower symbols on it too.
