Their canon hairstyles are much more interesting and better communicate their personalities and situations. Twin braids for Anna communicate her innocence, naivety, and childishness. The style is also reminiscent of Pippi Longstocking, who Anna is also quite a bit like (though I'd say Pippi is smarter, cough.) The tight bun Elsa has before she runs off communicates her self-imprisonment and attempt to be a perfect ruler, and the wild, brushed back braid she sports as the Snow Queen obviously is her rebelling against what others have *wanted* her to be and shows her true self. How someone does their hair says a lot about them, and from a design standpoint, it's very important. A braid is also symbolism for intertwining two separate things, which mirrors the end result of the relationship of Anna and Elsa; very different people finally joining together as they should always have been. So, I'm sorry, but having their hair down just says to me "Look, another generic, boring female with flowing locks. Look how pretty they are! HURR HURR HURR." It is so overdone it hurts. Plus, in all the high action scenes and all the snow and wind that blows around in the movie, realistically their hair would be stuck all over their faces and in their eyes for almost the whole movie. It would not be so pretty then, would it?

On a side note, the technical data and time it would take would be tumultuous at best and if they had attempted it like such another year might have been tacked onto the movie's production. Unlike with Tangled, where her hair is so muderously long it weighs itself down and the fact that curly and frizzy hair tends to stick together far easier too.
It's just not aesthetically possible to easily do something like that without an abundance of time. :3
But they do look great and I do like your explanation about their hairstyles Paleozoic. =w=
