^There is no set gender for any of the mobs. It's a bit androgynous but this looks more like a male. I can't find anything where the original artist (on Pixiv) said it was any gender.

^Creepers don't have a gender either, it's just the usual personification that looks more like a girl
And they're not supposed to be "creepy", but to creep, since they can approach you silently and then... *BOOM* they explode ^-^
