    Red head is really supposed to be brown and it's Spain.
    Blue suit blonde (is really brownish) is Italy and black suit is Canada.

    The colours were probably altered from the effects used on the picture.

    And I think Russia = Kagurazaku Shiki, the 13th Zodiac known as Ophiuchus, basically meaning "Serpent-bearer(sp?)." His pipe is supposed to represent Shiki's snake that's usually seen in most of the official art of him.

    I think the red head is Romano and the blue suit guy beside him is Spain. Just a guess though because romano's hair is slightly red compared to North Italy's and Spain's

    The image is based on this:

    And the red-head eating the tomato is Romano-- the hiragana on his shirt read "damare" which is basically the equivalent to "shut up" or some similar angry expression.

    This is my guess of which country is who going clockwise
    and if you zoom in close enough you'll find the ahoge getting hidden on your right by Austria, so the last one is North Italy

    I think I'm on board with the redhead = Romano theory. Romano likes tomatoes too, Entio pointed out that his shirt says "shut up," and his sleeves have a tricolor resembling the Italian flag (the colors are slightly off, as they are in the rest of the picture).

    Edit: Ah, I just remembered the episode where Spain has a Shut Up shirt. So the redhead is probably Spain. ^-^

    Since there's only 12 people here, I don't think Kagurazaka Shiki is in the picture.

    Here are my guesses, anticlockwise from Austria:

    Austria - Mizushima Iku

    Russia - Kanakubo Homare, I mean when I played In Summer I thought Homare looked like a paletteswapped Russia as well not to mention he has his yandere moments

    America - Shiranui Kazuki

    Prussia - Nanami Kanata (omg this is perfect)

    China - Amaha Tsubasa

    England - Tomoe Yoh (this one is just WTF?!)

    Japan - Kinose Azusa

    Germany - Miyaji Ryunosuke (/melts this is the only explanation for why his tie isn't tied up properly haha)

    France - Hoshizuki Kotarou (? not too sure on this one)

    Canada - Aozora Hayato (<3)

    Spain - Haruki Naoshi

    Italy - Tohzuki Suzuya (I can't, what?)
