  a bag of flour is from Marvel's short film set when Coulson was told by Fury to go investigate wtf is going on in New Mexico
  in his way there he stopped at the supermarket when it happened to be robbed
  and Phil saved the day by throwing bag of flour in the robber's face, incapacitating him
  
  from there on, in the fandom Coulson is knows as badass that can turn absolutely anything into a weapon
