How to identify pictures:
1. Look closely at the picture! Often there are little signs like watermarks or copyrights with the name of the studio! The name of the series or characters may also appear on the picture!
2. If you have some clues, you can use several sources for getting more information:

Visual Novels:
- vndb.org
(As a hint, "CG Art" pictures are most likely based on visual novels!)
Several imageboards, such as:
- danbooru.donmai.us
- pixiv.net
- moe.imouto.org
- konachan.com
- minitokyo.net
and more...
3. If you have absolutely no idea:
-> iqdb.org, it's a multi-service image search
- Upload the picture or put in the "picture URL" you want to identify! Use right-click on the picture to get the address!
- get the results, e.g. iqdb has seen the same image @ an imageboard such as danbooru
- Follow the link to this imageboard and check the tags used for this image for getting information about series, characters etc.
