It's Canada in the uniform of the RCMP!!!! Erm, Royal Canadian Mounted Police. They ride great big horsies, and now I wanna see Canada decked out in the uniform on a Mountie horse, that'd be great~!
As for the Canada's history bit, Canada was feared by the German's. No frigging joke. GERMANY was scared of CANADA, and when you attach the Hetalia faces to those words, it's laughable. Anyways, in the Battle of Vimy, the Canadians were basically asked to take over a fortress (forget which, and too lazy to Wiki), and it took them three or four hours. France and England had been repeatedly trying for over 4 years, and couldn't do it; the ultimate solution? Send in the Canadians. Admittedly, 16 000 or something Canadian's lost their lives (the prediction was actually 20 000 or something would lose their lives), but what do you expect from a war? Oh, and the stupid part? A couple months after Canada won the fortress, it was abandonned because it was in the most ridiculous, stupidest place, and wasn't worth it terrain wise, or supplies wise.
And than there was the time that Canadians became test subjects for the inventions of gases and machine guns, but Canada, surprisingly, mostly comes out on top. Yup, no joke. It's interesting, so feel free to get a better description than what I wrote. It's a random summary of what I remember on the history.
And did I mention I want that book? -

And then you know aside from their polite attitude, Canadians are bad ass. I mean come on, I remember that Canada burnt White House or something. -

^ Sort of, you could really say that it was the British, but I would bet a lot of those troops were living in Canada at the time ;9
Although Canada wasn't Canada in 1814... -
